GeoCodeX: Deterministic Offline Geospatial Encoding with AI-Assisted Decision Support

Abstract
The GeoCodeX model offers a deterministic geospatial coding technique specifically tailored to disaster-prone areas with poor network connections. The technique uses grid segmentation, Morton coding, and Base36 coding to translate micro-locations into short alphanumeric strings. The model also incorporates AI algorithms for identifying hotspots, risk assessment, and decision-making processes. Testing shows excellent performance, superior to traditional geocoding techniques in restricted situations.
