Optimization of Sampling Strategies for Remote Sensing in Disaster Management

Abstract

The optimization of sampling strategies for remote sensing in disaster management plays a pivotal role in enhancing the precision and efficiency of data collection, analysis, and decision-making. This report explores systematic, stratified, and adaptive sampling techniques, emphasizing their application in disaster response and recovery operations. By addressing realworld challenges such as limited resources, time constraints, and the need for accurate situational awareness, the study highlights how these methods can be tailored to meet diverse disaster scenarios. The integration of advanced remote sensing technologies, including highresolution satellite imagery, hyperspectral sensors, and UAVs, ensures comprehensive data acquisition, while geostatistical methods and machine learning algorithms enable efficient analysis and predictive modelling. The research focuses on developing hybrid sampling frameworks that combine the strengths of stratified and adaptive techniques to optimize coverage and accuracy. Genetic algorithms are employed to refine sampling locations and minimize errors such as RMSE, ensuring that the proposed strategies outperform traditional methods. These frameworks are designed to address both natural disasters, like floods and hurricanes, and anthropogenic events, such as industrial accidents, by incorporating constraints like terrain, accessibility, and resource availability. Case studies and simulations validate the efficacy of these methods, demonstrating significant improvements in the accuracy and speed of data collection. This report concludes with practical recommendations for integrating these optimized sampling frameworks into disaster management systems. By leveraging real-time data streams and scaling the methodologies across different geographic and socio-economic contexts, the study provides actionable insights for mitigating risks and enhancing community resilience. Through this comprehensive approach, the research bridges the gap between cuttingedge remote sensing technologies and their practical applications, empowering authorities to respond more effectively to evolving disaster scenarios.
